European fiscal union : the missing design?

Abstract
This dissertation examines the prospects of establishing a genuine European fiscal union – a key structure for completing the economic and monetary pillar of the European Union (EU). Whereas the evidence in the scholarship on such a requisite is somewhat mixed, the magnitude of the COVID-19 crisis and its economic implications have pushed the EU in forging temporary, new fiscal instruments that have the potential of maturing into central capacities of a fiscal union. With these developments at hand, empirical research on the said topic is all the more so pertinent and timely. The dissertation therefore contributes to the literature on the ever-evolving EU fiscal governance processes, namely the establishment of a genuine European fiscal union. By considering multi-strand methodological approaches, the conducted research is spread over three empirical chapters that form an extensive study on fiscal and institutional prospects in the EU.
