Abstract
During the COVID pandemic MD's and nursing personnel have become exhausted by novel, additional tasks. But already before the pandemic a shortage of family doctors became apparent: retiring ones were not replaced. This is due to the legal limitation of medical students that Belgium instituted in the previous century. A planification commission each year fixes the number of students and physicians admitted to the national insurance system; this is independant of disease previsions. In 2021 this number was increased because of the continuing pandemic. Parliament also financed a yearly increase of nursing personnel, and often they come from other continents. The historical origin of the legal limitation is a) the campaign by physicians unions against “the excess” of the number of MD’s; b) the observation that the insurance costs rise parallel with the number of physicians. Since the physicians strike of 1984, their unions have a legal vote in the health and insurance system. Investing more in doctors and nurses goes contrary to the prevailing ideology that gives priority to commercial profits.
