Candidate selection and ethnic minority aspirants : exploring the effect of party selectors’ biases in a PR system

Abstract
This study examines whether ethnic majority party selectors’ ethnic biases (e.g. beliefs about the political traits of ethnic minority aspirants) impede the selection of ethnic minority candidates in a proportional representation system. It does so by linking a unique survey experiment conducted among local party chairs in Flanders (Belgium) to an analysis of the participants’ candidate lists presented at the 2018 local elections. The results show that a wide variety of biases are present among Flemish local party chairs and that these biases affect their willingness to select individual ethnic minority aspirants. However, party chairs’ ethnic biases do not affect the proportion of ethnic minority candidates on their candidate lists in real life. Instead, the proportion of ethnic minority candidates is dependent on the broader electoral context as well as the specificity of the candidate selection process. Particularly, the findings posit that the presence of ethnic minority co-selectors is necessary before parties fully commit to diversify their lists.
