Schutz vor Epidemien und Pandemien in der Europäischen Union : das Coronavirus hCoV-19 als Testfall für den Gesundheitsschutz?

- The COVID-19 pandemic has confronted the European Union and the global community with unprecedented challenges in public health law. This article provides an overview on the legal implications of the present pandemic for public health as a globally strategic policy sector. After first stratifying the legal competences for pandemic responses at the European level, this article maps the measures taken at European and international levels respectively in the initial months of the COVID-19 pandemic. The survey of European Union measures includes a brief overview on the regulation of medicinal products, disinfection products and pharmaceutical products, including vaccines, related to the COVID-19 pandemic. At the global level, the article highlights the need for international cooperation in the exchange of digital sequence information of pathogens, illustrates it with the WHO Pandemic Influenza Preparedness Framework and concludes with a reference to the GISAID and EU COVID-19 data platforms. Conclusions include lessons learned for pandemic preparedness, regulatory response coordination, and the need for increased international cooperation in light of possible future pandemics.
