
La tutela dei cittadini dell’Unione europea contro la povertà e l’esclusione sociale : il diritto ad un reddito minimo garantito tra criticità e proposte di adeguamento

- The guaranteed minimum income is a milestone of the European social model. It consists in the disbursement to regular intervals of a support equal to the "minimum subsistence figure" to allow beneficiary citizens to conduct a dignified life. It is a right implicitly set forth to art. 34, paragraph three of the EU Charter of the fundamental rights, which becomes manifest in different implementation schemes prepared by the EU Member States. During the economic crisis, the guaranteed minimum income has revealed some inadequacy in effectively counter of poverty. On the one hand, this paper examines the current dynamics in the European Union. Precisely, it investigates the actual EU system of fight to the social exclusion and the recent proposals in discussion: for instance, the contribution of the European Pillar of the social rights. On the other hand, the paper studies the critical elements of the guaranteed minimum income schemes of the Member States.
