Abstract
This dissertation is a contribution to the knowledge of public policies implemented between 1995 and 2016 by the executive office of the Brazilian federal government to deal with the legacies of the country’s most recent military dictatorship. This interdisciplinary study develops a novel approach to memory politics which combines theoretical concepts and frameworks on historiography and transition processes and discourse analysis. In the aftermath of the country’s twenty-one years under authoritarian rule (1964-1985) numerous episodes of historical injustices (including gross human rights violations) have been addressed by a succession of projects carried out by democratic governments: Special Commission on Political Deaths and Disappearances (CEMDP), Amnesty Commission, Revealed Memories, and a national truth commission (CNV). This study investigates how democratic Brazil deals with the legacies of dictatorship, focusing on the analysis of texts produced by the above initiatives to establish whether representations of the past are produced in their memory actions. Applying the Discourse-Historical Approach (a form of discourse analysis), this dissertation demonstrates that as they ‘deal with the past’—apologising and providing reparations to victims, collecting documents, curating or commissioning published materials about the past—the initiatives devised by the federal executive power to ‘deal with’ the past formulate and disseminate representations of the past and provide a coherent official interpretation of the dictatorship. The result is the first in-depth study of the Brazilian public policies to deal with the past and analysis of the official discourse they propagate.
