Impact of the ’Transfer of Energy’ regulation on industrial flexibility valorisation

Abstract
As the Third Energy Package Directive dictates that all European Transmission System Operators (TSOs) should incentivise the final energy consumers in participating in the reserve and balancing markets, Elia, the TSO in Belgium, has recently made some changes to its ancillary services regulation. Focussing on the tertiary reserve, new products have been designed and implemented over the last few years. With this introduction of new products and the Flexibility Service Provider (FSP) as a new market role, the Transfer of Energy question needed to be addressed. This paper focusses on the impact of this new tertiary reserve regulation and Transfer of Energy question on industrial sites providing tertiary reserve to Elia. An economical analysis on the activation remuneration under both the old and new regulation is performed resulting in the total received financial compensation for the industrial site. It is shown that under the old regulation, no financial optimisation for the activation remuneration was possible. With the new regulation an optimal bid price for the maximisation of the total remuneration can be set. Indeed a level playing field is created for the non-CIPU (Coordination of the Injection of the Production Units) units providing tertiary reserve, fostering the participation in the reserve and balancing market.
