Research on development, training, and education : a sociopsychological study

Abstract
Stressing the importance of studying development, training, & education (DTE) as organizational processes, the existing theory & research are criticized for their lack of explicitness of the underlying frameworks. Four alternative ways of looking at DTE are presented: (1) as a process to control organizational behavior, (2) as a decision-making process, (3) as a process to create or maintain organizational culture, & (4) as an organizational activity as such. By means of structured interviews in 33 Flemish (Belgian) organizations (N not given), the possibilities for research in DTE -- as a decision-making process -- are illustrated. It is concluded that when decisions on DTE are made high up in the hierarchy of an organization, this does not necessarily imply that the organization has an active training policy. New perspectives are presented to transcend the popular didactic interpretations of DTE phenomena.
