  abstract     = {{On March 21st the European Commission has issued a proposal 'Monti II' that, if confirmed by the European Parliament, would subordinate social rights such as collective action and strike, to economic freedom (free circulation of workers). The European Court of Justice has already passed judgments in four cases that illustrate the consequences (Viking, Laval, Rueffert, Luxembourg).
