Politicizing procurement : green industrial policy through non-price criteria in European offshore wind auctions

- In recent years, auctions have become the dominant tool for the deployment of offshore wind energy. Simultaneously, amidst a global resurgence of industrial policy, public procurement and the design of renewable energy auctions in Europe are leveraged to favor domestic producers. A central instrument in this shift is the growing use of non-price criteria—factors beyond bid prices—to allocate renewable energy development rights. Although public procurement is increasingly leveraged to protect Europe’s industrial base, it has only to a limited extent been studied as an industrial policy tool. Furthermore, despite the expanding integration of non-price criteria in renewable energy auctions, we do not know which kinds of criteria are used and how this differs across countries. To bridge these gaps, this paper asks: “Which European countries incorporate non-price criteria into offshore wind energy auctions, how, and why?” The European offshore wind sector is used as a typical case, as by 2030 an estimated 97 percent of its capacity will have been allocated through auctions. Drawing on WindEurope’s auction database, we execute a document analysis of legislation and tender documents. The paper puts forward an analytical framework, distinguishing non-price criteria in resilience, sustainability, justice, and capability categories. By leveraging this framework, we show that European states with high market maturity predominantly include resilience measures when integrating non-price criteria in offshore wind auctions. As a plausibility probe to explain the use of non-price criteria categories, we link this cross-country variation to government policy goals and ideology, and domestic institutions. By demonstrating that governments use resilience criteria to strengthen Europe’s industrial base, we show how public procurement is increasingly leveraged for green industrial policy goals.
