EU-made or China-free? Offshore wind under the Industrial Accelerator Act

- Abstract
- The energy crisis of 2022 made clear to the Euro-pean Union that its trading partners may not hesitate to weaponize dependencies in strategic sectors. With the REPowerEU plan, the EU re-sponded by reducing reliance on Russian gas imports and boosting renewable energy deploy-ment. However, this shift revealed the risk of a new dependency on Chinese renewable energy technologies. Realising its extreme reliance on China for sourcing of photovoltaics, batteries and critical raw materials, the EU shifted towards a more proactive and geopolitical approach. This Insight analyses the Union’s latest initiative, the Industrial Accelerator Act (IAA), with a particular focus on measures aimed at preventing depend-ence on China in the European offshore wind market.
