Japan, the EU, and the case for offshore wind cooperation

- Offshore wind has emerged as a strategic priority for both Japan and the European Union, two resource-poor regions seeking to reduce fossil-fuel dependence, advance decarbonisation, and insulate their economies from recurring energy shocks. In an era of sharpening geopolitical uncertainty, that strategic weight is only growing. This paper examines how both regions can create a strategic advantage by placing cooperation between partners that share similar values and visions at the forefront. It is argued that joint supply-chain development for wind turbines, permanent magnets, and HVDC infrastructure can enhance the resilience of both regions.
