Beyond traditional decision-making : political-administrative role division in local participatory decision-making.

Abstract
This study explores the roles of local civil servants and executive politicians as pivotal decisionmakers in participatory trajectories. It examines these roles within a local government context where representative democracy is increasingly hybridized through various citizen participation initiatives. This research first analyses civil servants’ and executive politicians’ role behaviour in different participatory trajectories. Second, it examines the politicaladministrative role division within these participatory cases. Finally, we compare their participatory role sets to those in traditional representative conditions. This study uses data from 18 in-depth interviews with civil servants and executive politicians in three participatory cases that differ in multiple features: digital referendum, citizen panel, and citizen initiative. The findings clarify how the involvement of these actors shapes the political-administrative role dynamics in participatory trajectories at the local level.
