Broadening the user-driven and sustainable space capability development : a regional cooperation analysis

- In the trends of the rapid space technology and applications development that keeps accelerating the growth of global space economy, space nations of different scales are no more only pursuing their technology-focused space capabilities but also vying their proper place in the given competitive and congested space industrial value chains, and the increasingly contested markets of space tech products and applications services. In the meantime, in line with "space as a driver (and facilitator) of sustainable development", the United Nation promotes the "Space2030" agenda that puts forward an inclusive model of building national space capacity toward a greater user-driven and sustainable development end. The expected achievement of the Space2030 agenda will not only depend on all the "users" from public services, private sector and citizens of a nation, but also needs international cooperation through the existing and newly established regional space cooperation mechanisms. Throughout regional cooperation, the neighboring and like-minded spacefaring and non-spacefaring nations are able to share the burdens of avoiding the overlapped investment for the costly infrastructure, create a comprehensive regional space industrial ecosystem and economy based on an efficient and fair-return labor division, and finally to deal with the cross-border common challenges. Overall, the regional space partnership is noted as an effective and efficient instrument to satisfy individual country's strategic space ambition, reciprocal cooperation interests, and market expansion in the thriving space economy.
