Project: Mechanisms to correct the financing of education taking into account (1) special needs provision and (2) scale expansion.

Present rules for government subsidies for primary and secondary schools neglect school population characteristics and efforts for special needs provision. To establish alternative models of school financing integrating those elements, a set of special needs indicators and application criteria will be developed. With those models the effects of scale expansion and an operational re-definition of free parental choice will be simulated.
